It's not entirely clear yet the effect on existing phones. This may be about full release updates for the OS (eg from 8.1 to 9.0) rather than just not getting a Maps update. And to be honest, Android is notoriously bad for full OS updates to existing phones.
But it does seem like the US is intent on destroying Huawei as a company.
Char Gee Android system updates stop immediately, but existing devices won't lose play store access. Future devices won't be allowed to include Google services though

Side note: Huawei was becoming a rival of Android, so it's also Alphabet's interest to stop helping it. Just saying.

Note also that I don't trust Huawei, or the Chinese government.
