The Google+ Stream includes the posts and photos you've posted to Google+, as well as the ActivityLog containing comments on others' posts, and your plusOnes on others' comments and posts, and your Poll Votes.
The error you are getting does not necessarily mean this archive is useless. As the red description mentions, check the index.html file inside the archive to see which files/posts exactly failed to be retrieved. Chances are it's just one or two media files that can manually be downloaded from links in the index.html page.
Your posts should be inside the archive in the Takeout/Google+ Stream/Posts file, stored at HTML or JSON files (depending on the selected export format), named as 'YYYYMMDD - First few characters from the post body.ext', where YYYYMMDD is the date of the post and .ext is the file extension. If the post had no text content, it'll be named 'YYYYMMDD - Post.ext'
Yeah, I got that, too, it's usually just like he said a few odds and ends. My archive still loaded all of my Public Posts into MeWe despite getting that same message.
