According to Andrew Gaston Hatchett (on Facebook);
The Google Product Forums have moved to a new platform and the old ones locked. The new platform will take a bit of adjusting to - for both users and the volunteers who are answering the questions. In the long term the new platform will aid both groups by allowing quicker service and links to more resources - StayTuned!
My Google Product Forum location question was redirected to the "Google Play Community" and answered as per below:
To get to the new location, use this URL: https://support.google.com/
When you arrive on the support page, it will appear as below. Click the down arrow (circled, in up position) on https://support.google.com/ for additional support communities. The G+ link is for G Suite (paid) users. As we know, there is no public G+ any more.

Andrew Gaston Hachett has also prepared an alphabetized list of New Help Communities.
Thanks, Andrew!
