10 months seems a bit short to make this happen, but maybe if we all us Google Takeout to save comunities and circles and migrate to steemit, reviving the social networks with that data could be done even after G+ goes belly up.
Steemit is self at the moment is a bit bare bones, but alt sites on the same blockchain and the development on of Smart Media Tokens (SMT) could I think make it possible for a Takeout initialized G+ clone to see the light of day on the STEEM blockchain. Would take a lot of dedication from a few devs, but I think it should be doable after the rollout of the blockchain hard fork that will bring us SMT.

2) Buy one anonymously from blocktrades. That should set you back about €4.50 for the account, and you may want to compensate for not getting temporary delegated vesting from steemit and buy some SP for a more usable account. For €25.00 you should be set if anonymity is your thing and you are sure you won't ever need your account recovered.
